Non-destructive digging (NDD) is not required for every hole on a NSW civil site — but it is the wrong place to save time when utilities are in play. This article helps project managers decide when to specify NDD before mechanical plant, and how to hand back a clear dig front once services are verified.
Start with Dial Before You Dig — then verify
DBYD plans show registered assets from participating owners. They are essential, but they are not a survey. Typical plan accuracy can be in the order of plus or minus a metre, and plans do not show every private, abandoned, or historically unregistered service. On urban Sydney sites older than a couple of decades, unexpected services are common. NDD physically verifies what is in the ground so your excavator crew is not guessing.
Situations where NDD should be the default
- Any excavation near known gas, electrical, water, sewer, or telecom assets shown on DBYD
- Work inside road reserves, footpaths, and rail or hospital precincts
- Potholing to confirm depth and alignment before production dig
- Slot trenches for new services in congested corridors
- Sites with a history of strikes or incomplete as-built records
Risk distance thinking (without overclaiming)
Industry guidance and Australian practice treat close approaches to live utilities as high risk for mechanical digging. Exact exclusion zones and permit rules depend on the asset owner and site conditions — always follow the controlling authority’s written requirements. When in doubt, specify NDD for the conflict zone and keep mechanical plant for cleared bulk areas. That split keeps production moving without gambling on bucket force near live services.
Handback to mechanical excavation
NDD is most valuable when it produces a documented outcome: marked service positions, recorded depths, photos where useful, and a clear statement of where mechanical excavation may proceed. Without that handback, the next crew re-discovers risk. Coordinating NDD and excavation under one contractor can reduce those gaps — see our NDD service and excavation & earthworks.
